"Absent without leave" means the signed minutes of a meeting held while they were on council neither list them as present nor excuse them, and no similar name appears that day, so misspellings in the minutes don't count against anyone. Each square links to the minutes.

Thank you, Madam Speaker. I am just trying to open here.
The clock is moving because when you get up and you greet, the clock starts.
Sorry, ma'am. The uh the platform or the surface is a bit slippery. Speaker, item 37 is about more than simply rescinding an appointment and re-advertising a position. It is about the very real impact that leadership, or the lack thereof, has on residents. Human Settlements is one of the most critical portfolios in the City of Johannesburg. Facing a housing crisis is something we face every single day.
Councillor Cloete, just hold on. Councillor Masuku of the, of ActionSA, switch off your mic, please. I'm not sure what is it that you guys want to see at the back there. And Councillor Rakosa also. Councillor Cloete, I kept your time, you can carry on.
Thank you. We need competent, experienced people who understand housing development, project management, and most importantly, how to get projects delivered. Unlike the one million homes that was promised and did not happen. Let me give you an example from my own ward, Ward 102. We all know this project, the Selkirk housing project in Randburg. This project started in 2010. It was finally approved six years later,
in 2016. Construction only began in November 2025, 15 years after the project first started. In January, we heard the project is being investigated by the Hawks. And then, in May this year, construction stopped. Why? There was no money. But the contractor wasn't informed. The community has received no meaningful feedback, notwithstanding asking
for a community meeting. I, as the ward councillor, have not received proper information unless I ask for it. The contractor has now closed the site and placed a contractor's lien on the gate. This has caused major disruption to basic services, as entities such as City Power cannot gain access to the site and their own infrastructure. This is what failure looks like on the ground in an ANC, EFF, PA, Al Jama-ah coalition government.

In a DA-led city under Helen Zille's leadership after 4 November, this is something that simply would not matter, it will not happen. Johannesburg needs affordable housing, we need competent leadership, and Johannesburg needs a Human Settlements
