Overdue means the date has passed and no later sitting or City statement we found says it was done; it is not proof it wasn't. Promises due the same or next day as the sitting (housekeeping such as "the letter goes out tomorrow") are not counted as overdue. "Said done, later" counts promises a later sitting or a City newsroom article said were done (1 from the City); those are AI judgments, some corrected by hand.
