"Absent without leave" means the signed minutes of a meeting held while they were on council neither list them as present nor excuse them, and no similar name appears that day, so misspellings in the minutes don't count against anyone. Each square links to the minutes.

Greetings, Madam Speaker, Mayor, the Joburg 11 PA caucus, and most importantly, the residents in the City of Johannesburg. Today, we are asked to note the third quarter performance report of the city of the office report of the office of the city manager for the period of January to March 2026.
Whilst the report contains some positive achievements, we must not allow those achievements to overshadow the serious governance and service delivery failures that continues to affect residents of Johannesburg. The report acknowledges progress in governance. There are commendable steps, but they are not enough when residents are still experiencing water shortages, burst pipes, electric electricity outages and delayed responses to service delivery complaints.
Madam Speaker, the most alarming issue is the declining resolution rate of service delivery complaints. The report shows that resolution has dropped from 53% in quarter one to 50% in quarter two and a further down to 47% in quarter three. This means that more than half of the complaints logged by residents have not been resolved. This is not good governance. It's a failure of accountability.
Community in Ennerdale, Eldorado Park, Westbury, Alexandra, Kliptown and Riverlea have protested due to repeated water outages and infrastructure failures. These reports admits these failures have escalated unrest and undermined citizens' confidence. Yet we are given no clear timelines for permanent resolutions. Escalating complaints to Johannesburg Water, City Power, Pikitup is just not enough.
Residents need services restored, not endless escalation processes. Madam Speaker, while we note this report, we cannot do so blindly. We must demand a clear turnaround plan to improve service delivery, service delivery resolution rates, strict accountability for irregular and wasteful expenditure,

urgent action to address water and electricity failures, and a recovery plan for underperforming CapEx projects. Johannesburg residents deserves more than reports filled with promises and statistics. The city they deserve a city administration that delivers services efficiently, manages public funds responsibly, and restores public confidence in local government. I thank you.

Greetings, Madam Speaker, Deputy President Kenny Kunene, our caucus leader, Joburg 11 councillors. Speaker, the recommended candidate, Mr. Madiba, emerged as the top performing candidate with the highest interview score of 87.5%. The report further confirms that he possesses the relevant qualifications, extensive experience in communications and public relations.
Colleagues.
And he has served at a senior management level for over a decade. Importantly, the competency assessment found him suitable for appointment while screening processes revealed no adverse findings. Speaker, while we support the principle of appointing competent leadership, we must also emphasize that this appointment comes with enormous responsibility. The residents of Johannesburg are tired of delayed communication, defensive public relation exercises,
and silence during times of crisis. Communication in government cannot merely be about image management. It must be about transparency, responsiveness, honesty, and rebuilding trust between government and communities. The incoming group head must ensure that communication from the city becomes proactive rather than reactive. Residents must receive clear information on service delivery failures,
infrastructure challenges, billing crisis, public safety concerns, and governance matters. Community should never feel ignored or abandoned because the communication system of the city has failed them. Speaker, this council must also make it clear that appointments of this nature cannot become political rewards or public relation exercises. The standard must always remain
competence, integrity, professionalism, and measurable performance. The people of Johannesburg deserves officials who understand that they serve the public first.

Therefore, while supporting the recommendation before council, we also place on record our expectation that the new group head will strengthen accountability, improve public engagement, modernize communication systems, and help restore confidence in the administration of the city. Johannesburg deserves leadership that communicates with honesty, urgency, and respect for its residents. I thank you.
