  Speaker, let me take this opportunity to remind the residents of City of Johannesburg to register to vote, particularly young people who are the biggest casualties of municipal failures, specifically on unemployment and social ills. Do not just register, register to vote and vote ActionSA on the 4th of November to ensure we bring back Herman Mashaba as a Mayor.

  For young people of this once glorious city under Herman Mashaba, it's now or never in terms of your electoral participation.   Speaker, as ActionSA we have consistently said that the executive needs to be proactive in filling senior management position. We are of the view that knowing very well that the incumbent contract will expire on the 30th of April, the process should have been initiated to avoid the possibility of an acting appointment. As ActionSA, we note this report and approve all recommendation

  except recommendation number five, which is utterly out of order. How can we authorise an extension of an acting while the process have not yet begun? We are rejecting it because we want this process to be concluded within the legislated prescribed time frame, closing the possibility of if required. It must happen in time, we cannot be part and parcel of preparing for the failure.
