  Speaker, the report does not introduce a new policy, but strengthens our legal and governance framework to ensure that a strategic housing project proceeds lawfully, efficiently, and without exposing the city to financial or intergovernmental risk. Approving exemption ensures we deliver housing at scale while upholding law, protecting public funds, and maintaining strong partnership across government.

  Requesting for council to approve a blanket exemption from the payment of all development contributions, including bulk engineering services contribution for the Tanganani Mega City project in its entirety. Purpose is strengthening and finalizing Tanganani bulk service contribution, contributions exemptions report before council approval, support major housing development aimed at delivering thousands of housing units.

  The project is a large-scale mixed-use housing development, RDP, FLISP, social or rental housing. It contributes directly to addressing Johannesburg housing backlog, delivering integrated inclusive settlements, advancing national housing policy. Infrastructure is already funded through public grants, USDG and ISUPG.

  The agreement clearly states that the development must not pay bulk services contribution. Risk of not approving: possible legal challenges against the city, breach of tripartite agreement, intergovernmental dispute, delays to housing delivery, negative audit of Treasury or fundings.
