"Absent without leave" means the signed minutes of a meeting held while they were on council neither list them as present nor excuse them, and no similar name appears that day, so misspellings in the minutes don't count against anyone. Each square links to the minutes.

Honourable Speaker, members of council and fellow residents of Johannesburg. The report shows that the top candidate, Mr. Lesiba Arnold Maloto Malotana scored highest in the interviews and competency assessment, yet he is flagged as a high risk by the Special Investigating Unit. Despite this, the ANC-led administration is prepared to proceed with his appointment hiding behind illegal uh hiding behind legal technicalities and
enhanced conditions. Eish, what happened to good governance? Oh wait, they never learn.
Ba tla tswa ka letswalo,
State of Johannesburg versus the blues. Speaker, as per Rule 84, as ActionSA we would like to put on record our opposition to this unethical appointment. I smell a rat. This is the second appointment from the Department of Health. Public safe Public Safety is the heartbeat of our city. We cannot afford uh We cannot afford leaders clouded by investigations.
Johannesburg deserves leaders who pass both the competency test and the integrity test. I will repeat this. Johannesburg does not need leaders who are merely qualified on paper. It needs leaders who are clean, ethical, and trusted. Speaker, as ActionSA we stand for integrity, transparency, and service excellence. This is proven in the City of Tshwane,
hence the ANC leaders in Tshwane are manufacturing stories that does not exist about the Executive Mayor of Tshwane. Johannesburg deserves uh better.
Councillor, just hold on. Whoever is sitting by the mic of Councillor Gwamanda, can you switch it off? Thank you, councillor, you can carry on.
Eish, those that have got a problem with my accent, eish I don't know. ActionSA stands for integrity, transparency, and deserve service excellence. This is proven in the City of Johannesburg, hence um All right. Speaker, I need protection from the red people. Johanne-
You know yourself. Let's be honest, if this government continues to govern Johannesburg, Johannesburg will be a ghost town. Honourable Speaker, the people of Johannesburg are tired of excuses, they are tired of corruption, they are tired of ANC failed governance. With Johannesburg facing service delivery failures, unemployment and infrastructure decay, we need lea- leadership that puts the residents first.
Some politicians need to check their expiry date on their careers. And those benefiting from this broken system, get your CVs ready. Change is coming, especially for those parties with two seats. Less politics, more potholes fixed, more jobs, more accountability, only ActionSA can fix Johannesburg. Only Herman Mashaba can fix Johannesburg, the rest of you take the back seat.

Thank you for not butchering my surname. I appreciate it. Honourable Speaker, Member of Council, and fellow residents of Johannesburg. Today we celebrate two critical matters, which are on item 38 and 37. The appointment of the Head of Department of Public Safety and the rescission of and the advertisement of the Executive Director Human Settlements. These are not isolated issues,
they are windows into the state of governance in our city. The report shows that the top candidate, Mr Lesiba Arnold Malotana, scored highest in the interview and competency assessment, yet he is flagged as high risk by the Special Investigating Unit. Despite this, the ANC-led government
Councillor Mabelebele, please take your seat. Councillor, I haven't called anyone as yet. Councillor Maila, please. Councillor Tefu, Raphadu, no, no, no, please.
No, Chairperson, ke a tseba gore Johannesburg ke e kgolo bjale ba timela bo Councillor Mabelebele. Ene maabane a mantšhi ba ka ne re sa le go item 37. Ga se ra ba ra ya go item 38. Ngommushe, Madam Speaker.
Hayi, Councillor. I know, no. Councillor Mabelebele, come, your time is moving.
All right. Thank you very much, Speaker.
Mabelebele, you are speaking on the wrong item.
I know, Speaker, I do apologize for that, but I wanted to combine the both items, but it's fine.
You are speaking on the wrong item.
It is fine, Speaker, thank you.
No, no, no, it's not fine.
I'm speaking on item 37.
You cannot speak on something that was not read out. Please take your seat. Get yourself organized properly. We are on item 37. We are moving. Councillor Nhlapo from the EFF. Councillor Chris Avant-Smith.
Thank you, Madam Speaker. Madam Speaker, Councillor Raphadu has just yelled out she's demanding breathalyzers when Councillor Maila stood up. I agree with Councillor Masuku where she says we have to uphold the decorum in this council, and that is not upholding the decorum. Thank you.
Councillor Raphadu, please don't do that. Please don't. Councillor Nhlapo. Now, Councillor, please don't do that. Can you withdraw that? Can you withdraw? Uh-uh, withdraw it! Withdraw it!
Madam Speaker, Madam
If you don't withdraw, neh, I'll do something else. Withdraw!
No, Madam Speaker. No, maybe we should play the recording and listen to this, but I'm not withdrawing that, Madam Speaker.
No, Councillor, no. Councillor Nhlapo, I will play the recording and I'll come back to you today
nog.
Councillor Nhlapo. Councillor Nhlapo from the EFF, are you here? Councillor Mabelebele, can you finish? And be on the right item.
I'm not sure why you were even moving. This shows you that you are not a partial Speaker.
No, no, no, please continue.
It's still my time, Speaker, it's still my time, therefore you cannot move. Honourable Speaker, ActionSA supports the They're starting with the howling again. All right, Honourable Speaker, ActionSA supports the withdrawal of the compromised appointments and demand that I'm sorry about that. All right, let's start again. Johannesburg deserves better.
Johannesburg deserves ethical leaders, leaders with a proven track record, not individuals who preside over collapse of the city and now claim to have solutions. Under this government's governance, Johannesburg has become a case study in failure: collapsing infrastructure, water outage, electricity, potholes, financial management, billions lost to irregular expenditure and corruption,
service delivery decay, housing backlog, unsafe community and neglected public spaces. This is ANC leadership. They failed to govern the City of Johannesburg, and they failed to govern this country. ActionSA stands for integrity, accountability, and service excellence. We believe in leaders who are clean, competent, and committed to fixing Johannesburg.
Where the ANC collapses infrastructure, ActionSA builds and comes with solutions. Where the ANC protects compromised individuals, ActionSA protects communities. Johannesburg deserves leaders who possess both the competency test and the integrity test, leaders who put residents first, not political convenience. Honourable Speaker,
the people of Johannesburg are tired of excuses. They've shown We hear some political party talking about the fact that the residents of Johannesburg are going to vote for them, yet their president was Their president was chased by students. That shows that people of South Africa are tired
of them. Johannesburg deserves ActionSA. Johannesburg deserves Herman Mashaba. Johannesburg deserves the city that works. This has proven ActionSA stands for integrity, transparency, and service excellence, professionalism in public service, appointment based on merit, not connections,
transparency in recruitment, every process open, auditable, and compliant, service delivery excellence, leadership that translates into housing, safety, and infrastructure improvements.
You have 50 seconds left.
It is so fine. Speaker, this report exposes a pattern, that this government is reactive, compromised, and careless. They appoint individuals flagged by investigations, individuals that are not qualified. They ignore qualification requirements until they are forced to act. They treat governance as a box-ticking exercise, not service to the people.
Johannesburg does not need leaders who are merely qualified on paper. It needs leaders who are clean, ethical, and trusted. People of Johannesburg no longer trust them. Johannesburg does not need leaders who merely who merely
