"Absent without leave" means the signed minutes of a meeting held while they were on council neither list them as present nor excuse them, and no similar name appears that day, so misspellings in the minutes don't count against anyone. Each square links to the minutes.

Greetings, Madam Speaker.
Eyi, akagadiwe amandla phela siya kuma-elections.
I rise to debate the quarter three performance report on the Group Corporate
Corporate and Shared Services for 2025/2026 financial year. Madam Speaker, on the outset let me acknowledge the work that has been done by the department in advancing important initiatives such as the Employment Equity Plan, employee wellness programmes and aspects of the metro trading reforms. These are commendable efforts and demonstrate a commitment in rebuilding a capable and professional administration.
However, Madam Speaker, our duty as councillors is not simply to celebrate an activity. It is to assess performance and outcomes. The report above us indicates that the department's performance has declined from 90, 93.33% in Quarter 1 to 87% in Quarter 2 and now to 65% in Quarter 3. This trend, this trend should concern every member of this council.
We cannot become comfortable with declining performance. If we praise a fish for swimming, we lower the standard of excellence that our residents expect from us. The City of Johannesburg is facing immense service delivery and governance challenges and the administration must consistently perform at its highest level. Of particular concern is the failure to achieve key targets relating to organizational redesign,
the filling, the filling of vacancies within prescribed timeframes and workplace safety. These are not minor administrative matters. They directly affect the city's ability to deliver service, services efficiently and effectively. The delay in organizational redesign due to non-payment of a transactional advisor raises serious questions about project management and internal coordination. Likewise, Madam Speaker,
the continued delay, continued delays in filling vacancies post undermine the institutional capacity at a time when the city requires skilled and dedicated personnel to drive service delivery. Madam Speaker, the report also highlights concerns regarding workplace injuries across various departments and entities. The safety and well-being of employees must remain a priority and the proposed mitigation measures must be implemented without delay.
As the Inkatha Freedom Party, we believe in accountability, good governance and a capable city.
30 seconds left.
We therefore call upon the department to urgently implement the corrective measures to outline, outlined in the report and provide council with the clear evidence of improvement in the next reporting cycle. While we note the report, Madam Speaker, we do so with an expectation that the declining performance will be arrested and reversed. Johannesburg residents deserve an administration not only that
