"Absent without leave" means the signed minutes of a meeting held while they were on council neither list them as present nor excuse them, and no similar name appears that day, so misspellings in the minutes don't count against anyone. Each square links to the minutes.

Greetings, Speaker, fellow councillors, and most importantly, the residents of the City of Johannesburg. I rise to speak on item 20, 21, and 22. As ActionSA, we note these reports with serious concern. Speaker, the department achieved only 40% of its target during the reporting period. This level of performance is deeply disappointing, especially considering the significant housing challenges faced by residents across our city.
The department appears to lack clear priorities and strategic focus. Furthermore, there is a concerning absence of leadership and accountability.
which continues to impact service delivery and the quality of life of our residents. We cry for the residents of the City of Johannesburg who are forced to live in informal settlements that remain unelectrified, in hostels that are dilapidated, and in flats that are poorly maintained and, in some instances, no longer fit for human habitation. Speaker, housing is not a luxury. It is a basic human right. Our residents deserve safe,
dignified, and well-maintained living environments. Unfortunately, this report demonstrates that the department is not being intentional in delivering on this responsibility. As ActionSA, we believe that much more must be done to ensure that residents receive quality housing, living conditions they deserve. The department must improve in its performance, strengthen leadership, and focus on addressing the real needs of our communities. With that being said, we note the report. Thank you, Speaker.

Thank you, Speaker. Greetings once
Why do you have two mics on, Councillor Matabane?
I don't know what happened.
Thank you.
Thank you, Speaker. Greetings to you, greetings to councillors in the house, but most importantly to the residents of the City of Johannesburg. Speaker, I rise to speak on item 90. And as Action SA, Speaker, we believe that this project presents an opportunity for a significant development within our city, and it will contribute positively to addressing the housing needs of our people. But most importantly, it creates opportunities for people from different income groups to access affordable housing,
We are delighted that the, that more residents will have the opportunity to live in dignified homes while the city will also benefit. As ActionSA, we support and approve this report. However, we urge the department to ensure that South Africans are the primary beneficiaries of this mega project. We will closely monitor its implementation to ensure that transparency, accountability and that in, and that the intended benefits reach communities.
Speaker, I would also want to inform everyone that our Ekurhuleni mayoral candidate Xolani Khumalo was found not guilty. And this shows that ActionSA, and this shows that ActionSA has a credible and ethical leaders that work for communities. With that being said, on the 4th of November, vote ActionSA. I thank you.
