"Absent without leave" means the signed minutes of a meeting held while they were on council neither list them as present nor excuse them, and no similar name appears that day, so misspellings in the minutes don't count against anyone. Each square links to the minutes.

Uh greetings to Dr. Tlhakeni, Honourable Speaker, councillors and members of the public. The matter before us is tabling of the public participation outcomes report for 2026-27 for approval, together with noting the report on policy coordination and relations. The EFF supports meaningful public participation because government must not only govern for the people
but must govern with the people. The EFF's 2026 local government election program places strong emphasis on direct engagement with community, public hearings and consultations, with the stated objective that people must have a meaningful role in shaping the political and governance program. Our position is clear.
Public participation must not become a box-ticking exercise. It is not enough to hold meetings, take minutes and produce reports. We must demonstrate what communities said, what government heard, what was accepted, what was regarded and mostly important, what action will follow. The report before us must therefore be judged against three questions.
Were communities genuinely consulted? Were their inputs properly recorded and considered? Can residents see a direct link between their participation and government decisions, budget and service delivery prioritize? The EFF has consistently urged that local government must put people and service delivery at the center of governance. Its 2026 manifesto launch specifically highlights the needs for municipalities to
respond to the daily realities of communities, including water shortages, electricity problems, sewage, refuse removal, infrastructure failure and unemployment. On policy coordination and relation, we must also avoid government departments and municipal structures working in silos. Coordination must produce results on the ground. Policy must be translated in programs, programs into budget, budget into
tangible improvements in the lives of the residents. We therefore support the tabling and approval of the public participation outcomes report, but with a strong call that future reports must go beyond recording activities. They must measure impact, responsiveness and accountability. Let us remember, the voice of the community cannot end when the public meetings ends.
It must begin when implementation starts. The EFF therefore calls for stronger community feedback mechanisms, clear accountability for commitments made and proper coordination between political leadership, administration and communities. People must participate. Government must listen and mostly important, government must act. The EFF will continue to put the people first. Victory or death!
Dr. Tlhakeni for Mayor!

Thank you very much, Speaker. Uh greetings, Speaker, MMCs, fellow councillors, and people in the gallery. Um I rise to table the report um on the performance assessment report of the City of Johannesburg, city of city manager for the period January to March 2026. Madam Speaker, the Economic Freedom Fighters notes the performance assessment report on the office of the city manager for the third quarter
of 2025/2026 financial year, covering the period January to March 2026. At the outset, we acknowledge that the report indicates the 13 key performance indicators, KPIs, were achieved, representing a 100% performance rate. This achievement demonstrates a level of administrative commitment and compliance with the target set of the office of the city manager. Among the notable success highlighted in the report is the performance of key organisational indicators
at GPAC and the approval by council of the 2025/2026 mid-year deviation report. These are important governance milestones that contribute to institutional accountability and strategic oversight. However, Madam Speaker, as the EFF, we believe that performance must be beyond the mere achievement of numerical targets. The fundamental question remains: How does this performance translate into improved service delivery
and a better quality of life for the people of Johannesburg? A 100% KPIs achievement on paper must reflect in cleaner communities, reliable basic service, efficient administration, and accelerated socio-economic development. The residents of Johannesburg judge this administration not by reports, but by their lived experiences. Madam Speaker, the report also identifies challenges that require serious attention. Firstly, the postpone
postponement of the mayoral lekgotla raises concern regarding strategic planning and the timelessly process can implementation of prioritize. While a final date has been indicated, delays in such critical planning process can have cascading effect on the executive's program and project. Secondly, the non-tabling of the fully completed 2024/25 tabling integrated annual report to council due to the audit process with
AGSA is a matter that warrants close monitoring. Transparency, accountability, and compliance with legislative timelines reports to council due to the audit process with AGSA is a matter that warrants close monitoring. Transparency, accountability, and compliance with legislative timelines are non-negotiable principle of good governance. Council must be kept informed in of progress to ensure that the delays once the audit process is concluded.
Key EFF position: 100% KPIs achievement must translate into tangible service delivery. Governance excellence must be measured by impact on communities, not only administrative competence.
30 seconds, Councillor.
Strategic planning process such as mayoral lekgotlas must conducted timelessly. Madam Speaker, the EFF supports the recognition of achievement where it exists, but remain committed to robust oversight to ensure that these successes are matched by meaningful improvement in lives of the people of Johannesburg. We therefore note the report, acknowledge the achievement of the 13 KPIs, and call for a renewed focus on addressing the identified challenges while ensuring that
administrative performance translates into the real transformation of the ground on the ground. I thank you. And Madam Speaker, as the EFF, um we wish to um we are wishing our rich auntie, my fellow rich auntie, Councillor Zitha, a happy belated. And then uh as the EFF, we are going to
