"Absent without leave" means the signed minutes of a meeting held while they were on council neither list them as present nor excuse them, and no similar name appears that day, so misspellings in the minutes don't count against anyone. Each square links to the minutes.

Thank you, Councillor Wax. Councillor T. Nkomo, ActionSA.
Thank you so much, Councillor. Can we have Councillor Radebe from the EFF? Are you here, Councillor? I'm worried about the clock.
Thank you very much, Speaker. Honourable Speaker Margaret Arnolds, Executive Mayor in his absentia, Councillor Sello Dada Morero, Deputy Executive Mayor Councillor Loyiso Lugayeni-Masuku, Chief Whip of Council, Lamo Chauke, Chair of Chairs,

Speaker, I rise today to speak on Item 3, which calls upon this Council to approve the adoption of the Local Government Ethical Leadership Initiative Code by the City of Johannesburg. Before I address the item before us, Speaker, I would like to take this opportunity to express my sincere appreciation and gratitude to the capable Executive Mayor
Ntate Sello Dada Morero
and his Mayoral Committee, and in particular, the MMC responsible for Finance, for the significant milestone recently achieved in relation to the settlement of the city's Eskom debt valued at 5.25 billion. These achievements remind us that collective efforts breed greater results. The strides being made are clear indications of improving governance and demonstrate that
despite the many challenges we have faced throughout successive financial years, we are steadily working towards restoring the City of Gold to its former glory. Executive Mayor and members of the Mayoral Committee, you can rest assured
Councillor, please take your seat. We're stopping the clock. You have seven 7 minutes and 55 seconds. Councillor Christians.
Thank you. Thank you, Speaker. Speaker, the first time somebody I rise on a point of order. The first time one of the speakers mentioned the Eskom debt, he did not say it was settled in full. But now it's been mentioned it's settled in full, and it's not. That is misleading this House. Can the councillor please retract that? Thank you.
Oh, we will ask we will find out what it is. Let him carry on with his speech. Councillor, can you carry on with
Speaker, this is a continuous trend by Councillor Christians that whenever people are speaking on the podium, he'll come with his frivolous point of order. He must stop this this behavior of his.
Please carry on with your
No, he must stop it. I must tell him. He's out of order to wear that blue T-shirt that he's wearing at the current moment. And you didn't rule on that, Speaker. You didn't rule on that, whether they should remove, because according to the code that you've read to us or according to the orders of Council, they are supposed to be wearing formal. But you left that. You didn't rule on that. He must stop doing what he's doing.
Councillor, my ruling was My ruling was that there is no insignia, there is nothing of DA on it, and that was my ruling, and that was according to what I read, Councillor. So I did rule on it. And if I have to remove people that are not dressed formal, half of the chamber would be outside.
And, Councillor, you have 7 minutes and 55 seconds, so can you please continue? Leave Councillor Christians to me. You continue. You continue.
Okay, thank
No, I'm not taking a point of order on a point of order. If it is about the aircon, they are working on it. Thank you.
Thank you. Thank you very much, Speaker. Executive Mayor and members of the Mayoral Committee, you can rest assured that many residents who live, work, and pursue economic opportunities in this great city are beginning to see the efforts being made to stabilize the City of Johannesburg, keep the city clean, and ensure effective enforcement of our bylaws by the relevant law enforcement agencies.
This is precisely the kind of leadership and service delivery that residents of Soweto, Ivory Park, Alexandra, and other townships are expecting from the leadership of this city. Honourable Speaker, the adoption of the Local Ethical Leadership Initiative Code is, therefore, both timely and necessary. The code is expected to serve as a guiding framework for local government leaders as we navigate
complex ethical challenges while ensuring that the interest and needs of our communities remain at the center of every decision we make. As the African National Congress, we believe that leadership is a revolutionary responsibility, not an entitlement. Those entrusted with public office must lead with integrity, accountability, humility, and an unwavering commitment
to the people of this city. For this reason, we wholeheartedly support the adoption of this code. In closing, Madam Speaker, we have seen growing public engagement in the electoral process, and that is reflected in the recent voter registration activities. This is an important reminder that the people of Johannesburg remain deeply invested in the future of their city.
As we approach the elections on the 4th of November 2026, we are hard at work engaging communities and doing all ground work to renew the mandate of the African National Congress to our people. Our manifesto, as it was said by the Comrade President on the 23rd of August, whereby there's a six-point plan that clearly outlines what we seek to achieve on behalf of the residents of the City of Johannesburg.
To the residents of the city, to the residents of Ward 30 and the greater City of Johannesburg, we say let us continue building better communities together, safer and more prosperous Johannesburg as we approach the 4th of November. Let us go all out in numbers and vote the African National Congress. I thank you.
