"Absent without leave" means the signed minutes of a meeting held while they were on council neither list them as present nor excuse them, and no similar name appears that day, so misspellings in the minutes don't count against anyone. Each square links to the minutes.

Greetings, Speaker. Protocol observed. Firstly, I would like to congratulate the mighty EFF for a successful provincial rally held in Venda, in Limpopo, to celebrate our 13th anniversary, and to present an election manifesto to South Africa and the world. And also to unveil our very own Dr. Mbuyiseni Ndlozi as the face of the City of Johannesburg.
Please connect to the real State of the Nation Address at 12:00 today, presented to you by the CIC Malema. Madam Speaker, the Economic Freedom Fighters rises in support of the adoption of the Municipal Public Accounts oversight report on the 2024/2025 Integrated Annual Report. We support this report because it presents an honest assessment of the city's performance and reinforces
the constitutional principles of accountability, transparency, and responsive governance. The role of MPAC, Speaker, is not to protect the executive or the administration, but to protect the public resources and to ensure that every cent belonging to the people of Johannesburg is accounted for. The period under review was characterized by significant political and administrative instability. The city experienced frequent changes in Executive Mayors, City Managers, political
Councillor Mosehla. Councillor Mosehla, can you take your seat? I see there's a hand. Whose hand is it? Councillor Aphane. Well, I think maybe you can get up again, because Councillor Aphane's hand is up, but he's not standing up to speak. Councillor Mosehla, carry on.
For the first time, Johannesburg is governed through a coalition. While these dynamics help explain some of the challenges experienced, they can never be used to justify poor governance, financial mismanagement, and poor service delivery. Honourable Speaker, the Economic Freedom Fighters does not deal in comfortable fictions. We deal with facts. The facts contained in this oversight
report and the Auditor-General's findings tell a story of an administration beginning to correct years of institutional weaknesses through a stronger oversight and improved financial management. The consolidated group annual financial statements achieved an unqualified audit opinion, while the core administration received a qualified audit opinion based on two specifically identified matters of
948.4 million in sundry debtors that could not be adequately verified, and 398 million in misallocated general expenditure. Unlike previous years, Speaker, this council received detailed explanations, quantified findings, and remedial plans. The Office of the City Manager and the CFO presented these matters openly before the oversight committee,

a culture of transparency and accountability. However, Speaker, our support for this report must never be interpreted as an endorsement of complacency. The report still highlights serious weaknesses in procurement, internal controls, consequence management, and compliance with legislation. Approximately 40% of service delivery targets were not achieved.
Communities across Johannesburg continue to experience unreliable electricity, deteriorating roads, water interruptions, sanitation failures, and decaying municipal infrastructure. The EFF believes that every rand lost through corruption, wasteful

Greetings, Speaker. Greetings to the Deputy Executive Mayor. Thanks for the opportunity to speak. The Economic Freedom Fighters rise in support of this motion. However, we propose that Auckland Park be formally declared not merely as a student precinct, but a student and health precinct. We make this proposal because planning must reflect reality.
And the reality is that Auckland Park has become one of Joburg's most important centers of education, health care, research, innovation and economic activity. The question before us is simple: If the people have already transformed Auckland Park into a student and health precinct, why is the city still pretending otherwise? Honorable Speaker, for years students have carried the burden of a severe accommodation crisis.
Many have forced, many have been forced into overcrowded communities, unsafe buildings and exploitative rental arrangements. Health care workers face similar challenges, often struggling to find affordable accommodation close to their working places. The data is clear, Speaker: within the Empire-Perth Corridor, thousands of development
applications have been approved over the years, with the majority of investment concentrated in Auckland Park, Melville and Brixton. The overwhelming pattern is not greenfield development; it is the conversion of existing properties into student accommodation, shared housing and health care-related accommodations. Today, the city is simply catching up with the reality.
But let's be clear: the EFF will not support a model where students, health care workers and long-standing residents become victims of property speculation and profiteering. The declaration is not only good for students and health care workers; it is good for the city's economy. The city has already invested significantly in this precinct through the upgrading of Brixton Water Tower, the development of the Brixton Multipurpose Center,
and the public environment improvements that have enhanced walkability, public safety and accessibility. These investments have laid the foundation for growth. When development is formalized and properly regulated, property values increase, investment confidence grows, building activity expands, and the city's rates and services revenue base strengthens. More students and health care workers
living closer to institutions and hospitals means more economic activity, more support for local businesses, more jobs, more municipal revenue that can be reinvested into communities. Firstly, Speaker, the city must develop a comprehensive accommodation strategy.

Bua.
Speaker, we as the EFF support the motion. Thank you.

Thank you, Speaker. I'm being called the player and the referee. Speaker, having listened to the debates from different Councillors, as the interim Chair of today, Speaker, this item served in the committee. All members debated, raised whatever they had to raise in that meeting,
and have agreed with the item, and they are the ones who sent it here because they were happy with whatever is contained in the report itself, Speaker. And as a committee, we had agreed that this item must come here because what needs to happen is that we must have a strategy that is going to control on how information is saved, and we are able to get it as and when we want it.
And one would like to lobby each and every one here in Council to allow this item to go through. Thank you.

Apologies, Speaker.
Before you go, Councillor Mosehla, colleagues, as I said earlier on, IT has a problem, right, a technical problem. The system has just shut down. It's not even streaming, before people are going to ask why are we not streaming. So after this item, they have asked that we give them 10 minutes so that they are able to fix the system. Can we agree to that?
Thank you so much. Thank you, Councillor Mosehla, you can go.
Thank you, Speaker. I for a moment thought I'm not going to speak because I've tabled the item and I'm going to close. Nonetheless, I'm going to speak, Speaker, if that is permissible, and just want to get clarity from yourself.
Yeah, no, I'm told that you can speak and then you will close afterwards. We'll call you again to close.
Thank you.
Just hold on, just hold on.
Thank you, thank you. You can carry on.
U kan aangaan.
All right, thank you, Speaker. The Economic Freedom Fighters rise in support of the updated strategy for the prevention and reduction of unauthorized, irregular, fruitless, and wasteful expenditure. However, this support is not a blind support. It's a support accompanied by a firm demand for accountability, consequence management, and decisive action against corruption and financial misconduct.
Our position is guided by Pillar number 7 of the EFF, which calls for an open, accountable, and corrupt-free government and society without fear of victimization by the state agencies. It further advocates for the building of state capacity and gradual elimination of a tender system that has become a breeding ground for corruption and the looting of public resources. Speaker, the figures contained in this report are alarming and should concern
every Councillor who genuinely cares about the future of the City of Johannesburg. The report itself identifies several persistent weaknesses that continue to undermine sound governance, including lack of accountability by responsible officials, weak internal control systems, non-compliance with financial legislation and regulations, poor contract and supply chain management, delays in investigation and disciplinary processes,
inadequate record-keeping and document management, poor budgeting processes, and expenditure monitoring. These weaknesses are not accidental, Speaker. They are symptoms of a governance system that has often failed to hold individuals accountable for wrongdoing. Speaker, the EFF has consistently maintained that the current tender system has become one of the biggest enablers of corruption in a local government.
Public resources are too often diverted into the hands of politically connected individuals and companies, while communities continue to experience service delivery failures. The City of Johannesburg must begin a deliberate program of building internal state capacity. We must employ, train, and retain our own engineers, planners, legal experts, project managers, artisans, technicians, and other professionals, rather than relying excessively
on outsourcing contracts. A capable municipality can't permanently outsource its core responsibilities. As the Economic Freedom Fighters, we support this item, Speaker. Thank you.
