"Absent without leave" means the signed minutes of a meeting held while they were on council neither list them as present nor excuse them, and no similar name appears that day, so misspellings in the minutes don't count against anyone. Each square links to the minutes.

Thank you, Councillor. Um Councillor Santana, DA.
Uh, good morning, good morning, uh, uh, rather good good afternoon, Speaker. Uh, I want to, um, greet the leadership of the ANC caucus, um, uh, the Executive Mayor, uh, in his absentia, uh, Dada Morero, the Executive, uh, the Deputy Executive Mayor, uh, Councillor Masuku, Councillor Marema, Chair of Chairs,
the the Chief Whip in council, uh, and all the councillors present. Uh, uh, Madam Speaker, I rise on Item 66. Uh, this strate- this strategy is the blueprint Johannesburg needs, and it commends the current administration for having the the courage to confront the crisis head-on.
The city has laid out a a credible, evidence-based plan backed by a massive 97.1 billion budget to restore financial stability and service delivery. The Financial Turnaround Framework correctly identifies the root cause of the financial woes: the self-reinforcing systemati- systematic
loop where billing failures, revenue, uh, decline, and infrastructure decay feed off each other. Crucially, it it tackles the sweeping arrangement, a structural governance failure that has been suffocating entities like Johannesburg Water. For too long, this, uh, opaque mechanism
has allowed the city to siphon funds meant for water infrastructure, uh, pushing Johannesburg Water into a state of, um, distress while its debtors, um, book, uh, balloons. The framework's hybrid model, starting with Johannesburg Water on the 1st of July 2026, is a monumental and necessary reform.
It will finally, uh, ring-fence revenue, enforce accountability through formal revenue-sharing agreements, and protect our critical infrastructure funds from being absorbed into the city's cash crisis. This is a kind of, uh, disciplined governance we need.
The six pillars: financial recovery, revenue enhancement, expenditure containment, creditor and liquidity reform, governance and compliance, and labor stability, provide a comprehensive roadmap. The establishment of a single implementation
uh, tracker and mandatory monthly reporting against a measurable dashboard will end the the era of pillars without execution. The challenge now is implementation. We need the full force of of this administration opening this strategy
to ensure it is not just another plan gathering, uh, dust. I want to thank the Executive Mayor, Councillor Dada Morero, and the administration for their leadership during this, uh, turbulent period. The budget speech by Executive Deputy Mayor,
Councillor Loyiso Masuku, was a masterpiece in acknowledging the problem and presenting a solution. The recent engagement with SCOPA demonstrates a commitment to transparency and accountability that has been sorely lacking. They are taking the tough discussions necessary
to rescue our city from financial, um, ruin. The landmark, uh, 3.8 billion loan is a is a testament to the credibility this administration is building. It is a breakthrough that will directly fund critical infrastructure
like transformer replacements, smart metering, and renewable energy projects. This is what effective governance looks like: securing international partnerships, uh, to fix our city's backlog, backbone, uh, not just holding press conferences.
While the DA and ActionSA engage in political theater and personal attacks, this administration is focused on results.
Thank you, Madam Speaker. And just for the note, we share the same birthday.
securing historic loans and passing critical budgets. Let's get to work and get Johannesburg working. I thank you, Madam Speaker.
