  Okay, thank you. Thank you so much. Honourable Speaker, I rise in support of the report before Council seeking for approval of the Skills Development Strategy of the Department of Social Development. Honourable Speaker, this strategy comes at a critical time of our city and our country. South Africa continues to face extremely high unemployment, particularly among young people.

  The circumstances remind us that skill development cannot simply be about training for the sake of training. It must create meaningful pathways towards employment, entrepreneurship, sustainable livelihoods, and economic participation. The position is also reflected in the recent view expressed by the EFF's Johannesburg mayoral candidate, Dr. Tlaleng Mofokeng, in an interview published by Daily

  Daily Maverick on the 16th of August 2026, EFF's Dr. Tlaleng Mofokeng outlined her vision for Johannesburg. In the interview, Dr. Tlaleng stated that the city should have internship and skill development linked to its core service delivery work on infrastructure needs.

  Honourable Speaker, this is important because the strategy before is similarly seeks, the strategy before us similarly seek to ensure that skill development responds to the actual needs of our communities and create pathways towards employed micro-enterprises and cooperatives.

  We therefore support the recommendation that council approves the skill development strategy. However, approval must be followed by the implementation, measurable targets and proper oversight. We must ultimately measure success by the, we must

  ultimately measure success by not the number of certificates issued, but by the number of residents who gain employment, sustainable livelihoods and meaningful economic opportunities.
