"Absent without leave" means the signed minutes of a meeting held while they were on council neither list them as present nor excuse them, and no similar name appears that day, so misspellings in the minutes don't count against anyone. Each square links to the minutes.

Thank you, Madam Speaker. Greetings to you.
Greetings to the Executive Mayor, Councillor Sello Dada Morero. The Deputy Executive Mayor,
Councillor Loyiso Masuku, the Chief Whip of Council, Councillor Kasamula Chauke, the Chair of Chairs, Councillor Marema. Members of the Mayoral Committee, chairpersons of Section 79,
Fellow councillors, especially abantwana bakaTambo,
the residents of Johannesburg.
Siyanibingelela nonke eGoli eMjipa.
Madam Speaker, allow me to first congratulate the MMC for Finance for delivering her maiden budget speech, a well-crafted, honest and courageous budget speech.
MMC, we congratulate you.
Singamshayela izandla.
This speech was delivered during a very important period in the history of Johannesburg. Madam Speaker, we are at crossroads where we need to make decisions of making sure that we invest in the future so that we never see a total collapse. This budget speech, it was clear, it was a clear indication that the ANC led government is saying we will not allow a collapse to happen. We will not surrender to the challenges that the city is facing.
We will not surrender to the difficulties. The MMC tabled a budget of 97.1 billion. It's a milestone budget. It's a great budget, a budget that is brave, a budget that is funded. Madam Speaker, I'm hearing some councillors saying no, this is not a funded budget, it's not realistic. It's a very funded budget. It has a realistic collection rates. And every funding source
we are able to see where it's coming from. So Madam Speaker I can say proudly that once again the ANC GLU led government has delivered a budget speech that is hopeful, that is giving the people of Johannesburg hope and that is giving us a brighter future. Madam Speaker, the budget also touches a lot on the trading reforms that the city is embarking on. These trading reforms are taking us to a future that will give us
a solid municipality that has sustainable finances and that gives hopes to the people of Johannesburg. Madam Speaker, it is very worrying when you are sitting here listening to one councillor from the Green party claiming certain things that cannot be confirmed. I'm grateful that the leader of the opposition party stood up and make sure that we account and we talk what is factual here.
In fact, when that was happening, I was reminded Madam Speaker ukuthi konje ngokhansela waseZola Mndeni.
And as the speaker was talking, I then remembered that there is a song by a Kwaito group that comes from my ward. And the song is Uya Claimer. And as I was listening here, I could tell that that person keeps on claiming on victories that were never theirs. But Madam Speaker, we are revolutionaries and we are taught that as we embark on this road,
sizohlangana nabantu
who will want to claim easy victories. That is exactly what is happening in this council chambers. We've got ama-claimers ayi-44, and they are problematic, Madam Speaker. They're problematic, misleading our people, claiming victories that were never there. Madam Speaker, rebuilding Johannesburg is not easy. Building a city that must rival international cities like your New York and London, it's not an easy task.
It's a very difficult task. It is even worse, Madam Speaker, if you find yourself in a coalition government that you must always manage. The past 5 years have been riddled by instability, particularly in coalition. At some point, our beloved Mayor was there just for 25 days and had to vacate office. But he came back, made sure that we stabilize the city. It has not been an easy 5 years, but we are proud of what we have achieved in the few years that we've been in power.
Madam Speaker, as we are heading to the 4th of November, come rain or sunshine, the people of Johannesburg will vote. And Madam Speaker, I'm confident from where I am, the people of Johannesburg will vote for the African National Congress. Because a vote for the African National Congress is a vote for stability, a vote for accountability and a vote for transparency. Madam Speaker, we are the only party that all the time accounts to the people.
That's why ubona mhlambe kuthiwa siyiswa le nale, that is because we are always accounting, we are always transparent. We are always telling the people of South Africa the truth. We will continue, Madam Speaker, after the 4th of November to lead this glorious city to its greatness. After the 4th of November, the African National Congress will continue with the mandate of making sure that we lead the City of Johannesburg. Thank you so much, Madam Speaker.
