"Absent without leave" means the signed minutes of a meeting held while they were on council neither list them as present nor excuse them, and no similar name appears that day, so misspellings in the minutes don't count against anyone. Each square links to the minutes.

Uh greetings, Speaker.
Please speak into the mic.
Okay. Greetings, Speaker. Executive Mayor of City of Johannesburg, Councillor Dada Morero, Councillor Deputy Mayor, Councillor Masuku, Chair of Chairs, Councillor Marema, Chief Whip of Council, Councillor Chauke, all councillors of City of Johannesburg, greetings.
Speaker, I rise to table the performance oversight report of the Development Planning Section 79 Committee on the 2025/2026 third quarter performance reports of Development Planning and JDA. The department managed to achieve 13% which 76% of the applicable 17 KPIs in quarter three.
Service delivery challenges noted during the quarter included the exhausted budget for key projects such as the Inner City Walkable Network and High Court project, the suspension of S56 fines by the Municipal Court team in January due to contractual issues with the service provider,
the high vacancy rate which has affected operational efficiency. Speaker, financial performance. By the end of quarter three, the annual CAPEX budget was 79,7 million and the expenditure was 46.5 million, which is 50%.
OPEX expenditure uh budget, Speaker, was 336.8 million, which is 41% against the target 563.2 million. Speaker, the JDA achieved 84% of the 19 due KPIs in quarter three. By the end of the quarter,
the entity has spent 89.3 million, which is 85% of the annual reports. Speaker, million CAPEX budget. The JDA earned total revenue of 105.4 million and accrued total expenditure of
Acting Chair, can you just hold on? Councillor Schay.
Speaker, I'm confused. Is the member not meant to be tabling the item instead of making a speech?
The uh the the member in charge has 4 minutes for tabling. Thank you. Carry on, member in charge.

Insufficient budget allocated to the project, particularly those that have been introduced to the communities. The JDA funding model continue to constrain the financial sustainable of the entity.

Thank you, Speaker. Thank you, Speaker.
Yo, ke tshohile. Ke batla go tswa.
I would like to express my gratitude of being given an opportunity to present the development planning item number 63 today. Let me firstly acknowledge the presence of Madam Speaker of Council, Councillor Margaret Arnolds, Mayor of City of Johannesburg, in his excellency Councillor Dada Morero,
Deputy Mayor, Councillor Loyiso Masuku, Chief Whip of Council, Councillor Sithembiso Zungu, Chair of Chairs, Councillor
Marema. Speaker, the purpose of this report is to request permission from Council to initiate a public participation process for the minor review of the planning by-law 2016 as amended 2023. Speaker, the department has reviewed the by-law for two years.
The department seeks to request permission to conduct public participation for the following objectives. The first objective, Speaker, is to integration of the system within City of Johannesburg to create a single source of the property data and information across various impacted functions.
Now, objective number two, Speaker, efficient submission of land use application anywhere and anytime to promote internal efficiency by reducing returned and cancelled application.
Eish, sorry Speaker.
Speaker, limit who can submit applications. The proposed online system will allow only registered professionals per the Planning Profession Act 36 of 2002 to submit certain applications, which will assist with obtaining quality applications, process them rapidly, and
protect the city from non-performing agents. Ekurhuleni and Tshwane have implemented the same by-laws, which are working effectively for their municipality. Fix legal issues with enforcement. Changes were made after legal challenges came up during joint operations with JMPD or SAPS.
Speaker, the dilemma was whether JMPD could enforce the by-law. A clearly, more comprehensive definition in the by-law now fixes that gap. Speaker, in essence, the city needs stricter rules on who can apply and get a clearly legal wording so JMPD
and SAPS can enforce properly. Speaker, as the ANC, we request Council to approve this report. Thank you.
