"Absent without leave" means the signed minutes of a meeting held while they were on council neither list them as present nor excuse them, and no similar name appears that day, so misspellings in the minutes don't count against anyone. Each square links to the minutes.

I'm here.
Your clock is starting to tick.
Thank you so much. Greetings once more, Speaker, our guests in the gallery and the residents of the city, fellow Councillors and our fabulous 44. Madam Speaker, I rise to speak on the performance assessment report for the Office of the Ombudsman, and allow me to give you a short story as I beg for your indulgence.
On the 19th of May 2022, yes, 19th of May 2022, one of the residents lodged a complaint with the Office of the Ombudsman and can you guess what was the complaint about? Can you guess, Madam Speaker?
And it took
I can't respond to you.
and it took three years to resolve this complaint. The complaint was about an undue delay in replacing a stormwater drain cover. Let me repeat this because I know Mayor Mashaba is listening and watching. It took the Office of the Ombudsman three years to resolve a complaint
regarding a replacement of a missing stormwater drain cover. Three years. Do you know what does that mean, Madam Speaker? For three years, kids survived falling into a manhole. When I read this, I thought my eyes were deceiving me. Madam Speaker, do you know what is a stormwater drain cover? Does it come from overseas? Is it a make of a special design?
These days they even make it out of plastics. I'm painting the picture of the office that should be the last instance in resolving complaints. If they took such a long time to replace a mere stormwater lid, how long will they take to attend to a billing crisis and evaluation in the city? On top of that, now we must approve 71% overall performance of the office.
Speaker, governance and accountability are the hallmarks of a well-functioning city. In the absence of this, surely strong consequence management must be implemented without fail. Hence today we have a political party called ActionSA. Hence today we've got a highly ethical Mayor in Tshwane. Residents of Johannesburg are saying they can't wait for the 4th of November,
where where they will usher in their new Mayor, the real Mr Fix It, Herman Mashaba. Because because under ActionSA, the Office of the Ombudsman will never ever take three years to replace a stormwater drain cover. Thank you.

Thank you so much. Uh, you called it correctly this time around, Madam Speaker.
Ke re madume motsamaisi wa mosebetsi. Ke dumedise baahi ba toropo e kgolo ya Kgauta. Basebetsi mmoho le nna,
basebetsi mmoho le nna haholo
Just hold on, Councillor Sehoai. Can you switch off your mic, Councillor, Acting Chair? And Councillor Mohlala, please switch off your mic. Thank you, Councillor Sehoai.
Ke re madume motsamaisi wa mosebetsi, ke dumedise baahi ba toropo e kgolo ya Kgauta. Basebetsi mmoho le nna haholo ba Botala le Botjhabela,
the fabulous 44. Madam Speaker, I rise to speak on items mentioned and allow me to stress a bit on the Johannesburg Development Agency. As ActionSA, we believe that for the city to attract development and investment, JDA must be prioritized when coming to budget allocation and internal capacity. But sadly, at this moment, it is not the case.
While we appreciate that a significant portion of the CAPEX budget was spent during this period under review, we are saying the financial constraints and cash flow problems at JDA remains a serious concern. It has caused immeasurable harm to SMMEs and workers as invoices are not paid on time and key service delivery projects could not be completed on time and are put on hold. Speaker, the city is in crisis and without a doubt,
it needs a decisive leader in the caliber of Herman Mashaba. He has done it before, and in a very short space of time, he left a mark in the city, and how I wish the 4th of November were tomorrow. As ActionSA, Speaker, we note this report, and we appeal to the city to review the financial and business model of the entity that will eventually ensure it achieves its objectives. I thank you.

Greetings, Madam Speaker, residents of the city, guests in the gallery, fellow councillors, and our most fabulous 44.
Babuhlale babutshabela.
Madam Speaker, this morning Bafana Bafana's victory at Estadio Monterrey in Mexico reminds me of the word Umoja. Umoja is a Swahili word meaning the spirit of togetherness. Those who are united in one spirit are saying ain't no mountain is high.
Ka Sesotho re re ntja pedi ga e hlolwe ke sebata.
Let us draw inspiration from that victory that as a nation, when we are united in common purpose, we can achieve a lot irrespective of our political differences. And again, Speaker, with utmost sincerity, let's give another round of applause to one of our own, Apostle Tumelo Shai.
The only councillor in the chamber who went all the way to USA, Mexico, and Canada to represent us as the nation. Such a patriotic display at a global stage.
O romile ke mang?
18. Such a patriotic display at a global stage cannot go unnoticed. Our country, as always, should come first. The City of Johannesburg should be proud.
Sithi khuphuka Khansela Shai, khuphuka! Khuphuka!
With that said, Madam Speaker, let me rise to speak on Item 87, which is the report on the review of the policy on the establishment and the maintenance of the ward committees. The report is quite comprehensive, and we wish it will really live to its intended purpose. However, I'm not sure of one thing when I look at it properly, the Speaker. The report is silent or quite vague on that it doesn't seem to address that which one call
the elephant in the room, which are the tools of trade of the ward committee members. When we speak to a lot of them on the ground, Speaker, they have cited a lack of tools of trade as an impediment and a cause of instability in carrying out their functions. According to them, whatever that is given to them currently to support them and compared to what they are doing seems not enough, hence there are so many conflict of interest. Therefore, in addition to this, Speaker, I'd like the report
to really reflect that point. That point should really be considered. Other than that, Speaker, as ActionSA we welcome this report. I thank you.

Can we get settled over here, please? Councillor Mazibuko. Oh, it's not you. Sorry, sorry. You look alike.
You can start, Councillor. Your time is running.
Madume Speaker. Ke dumedise basebetsi mmoho le nna, hammoho le baahi ba toropo e kgolo ya Kgauta. Nka lebala jwang The Fabulous 44, ba bohlale ba bo chabela.
Regarding item 63, Madam Speaker, as ActionSA, we are saying any measures aimed at improving the efficiency of the department will always be welcomed. Therefore, we note this report. I thank you.
