Madam Speaker, uh, uh, can I request the Council to note this report and obviously we'll do follow up on the matter raised by Councillor Mkasi around Rosettenville's parade, where there is actually a reticulated, um, or there is actually evidence of a pipe, sewer pipe system that is there, just the absence of water. So we'll just get our team to go and assess what's actually happening whether it's the pressure issue and others, uh, um, issues that may be, you know, affecting,
uh, water not to come out normal. We'll, we'll do so, um, um, Councillor, uh, Mkasi, so that at least when
ge o fihla lebakeng la go vouta, o se ke wa tlo re no, uh, ge o thetha o thetha because of a through ka ikgantšha rena metsi. So,
we will do our part, ya, tlo bontšha gore ga re na le malwetši on the 4th of, uh, November when ANC take over this municipality, uh, and overwhelmingly across the country as a whole. We are of the view that ANC is the only experienced political party in terms of government and no one else have ever governed in national post-democracy, province and the cities other than the ANC. In such a way that we have satisfied our part
Point of order, Madam Speaker. Point of order, Madam Speaker.
Um, I'm holding your time, uh, MMC, uh, Councillor Mkhonza.
Yeah, the MMC represents all the residents, not the ANC only, please. He must not campaign. He is the MMC of everybody, not of the ANC. Thank you very much.
Can you please continue, MMC.
Uh, Speaker, um, um, I think let's say that we request Council to, uh, to, to, to note the report. Um, and obviously let me not go further, because I think Councillor Mkhonza is panicking. Yeah, but let's, let's note this report, Madam Speaker.

Thanks, Speaker of Council. Let me stand on already established protocol and obviously uh say that we acknowledge the, you know, contributions by councillors. I think all of them they are clear. We are all very much concerned about the air quality in Johannesburg. I think this policy is more necessary so that at least we bring uh actually, um you know, reinforce this particular policy, city policy,
uh so that at least we can chase after those that are culprits of uh air pollution. And I must indicate that um what we have done already, I think there's a work done and happening already, it's not only here. We are looking also at the transport system of the city that whatever procurement of the transportation system, your cars in the city, must also be either compliant to the clean, let me just give an example of the, you know, Rea Vaya buses.
It would be very much encouraged for them to use now hybrid buses that are using both electricity and actually diesel jointly, so that at least we reduce emissions and so forth. And then what we have done uh with City Power with the launch of uh EV stations uh at the, you know, John Vorster, you know, offices, uh Reuven, uh EV meaning electric vehicles that were started. I think uh I must indicate that we are not saying that the city alone is responsible,
as someone spoke, I think it was Councillor Boer who spoke about uh public transportations and um uh that are also contributing, cars are also contributing to the pollution. Or we are saying that in our launch of these initiatives uh with City Power, at City Power, the taxi industry came to that particular launch and uh actually clearly indicated they are also developing interest of bringing electrical uh vehicles uh for public transportations also as well. The likes of Uber also came
indicating that they're also interested. They are happy that the city took that initiative to obviously begin to embark in most of those vehicles through for the purpose of actually transporting public. So those are the efforts that we are doing. Uh already work has started, it's undergoing. So let me appreciate and obviously request council to approve uh this item. Uh Councillor Mkasi speaks about Tshela Thupa program.
Uh I must just say that he must be careful. We are going to Madiba's museum already. So I'm saying that residents of Johannesburg must clearly indicate that by the 4th of November, uh ensure that the ANC runs the municipality uh with overwhelming majority so that we can get out of these particular conditions. Thanks, Speaker. Thanks.

Honourable Speaker, good afternoon to yourself, the Executive Mayor, Deputy Executive Mayor, Chair of Chairs, Chief Whip Chauke, fellow MMCs, and councillors, more particularly and more importantly, the residents of Johannesburg. Speaker, let me just appreciate the support indicated by councillors. I think
what was articulated by Councillor Boer is very clear. And the concern raised by Councillor Mkasi, I think, will indicate that indeed the point that the implementation of this project or this particular item is actually done in such a way that the residents of Johannesburg do benefit. I must indicate, Speaker, that the C40 and UN-Habitat, they have been actually very much beneficial for the city. Ourselves,
as Councillor Madiba has indicated very much in detail, we've been a beneficiary of this initiative. So we've traveled in parts of the world where, in fact, such travel costs were actually funded even by themselves, just for the reason we are saying that there's no financial implication. I think ours is just to say that we must be part of the global world. Food security is very much critical. What's happening globally, we are all witnessing the global change that is happening now, how it can affect
the habitat globally. I think we just need to be part of that particular global cities initiative so that we benefit from the concept and projects that are going to be brought by these international multinational formations too. So, completely, let me just say, Speaker, that we just request the council, therefore, to note this report
as a very progressive policy report. And I think there's no way as the City of Johannesburg, as big as we are, we should be very much conscious of the fact that food security, climate adaptation should be almost a fundamental point of focus of the city. We can't build a city where we have no clue on how to feed its own residents. Thank you so much, Speaker. Let me request council to note this report. Thank you.

No, thanks, Speaker. Um, let's thank the councillors for their support and noting of this item. Uh, though I'm disappointed on Councillor Harris, I know on the issue of Pirates, uh, talking from ACDP, I will assume that they are preaching peace and so on. And that peace and love is only resonated very well when you support, uh, Chiefs. Uh, thanks.
I wish council to support the, uh, this item. We'll engage further with Councillor Harris to come back to Kaizer Chiefs. Thank you.

Thanks once again, Speaker. Um, let me once again appreciate the support on this report of the methodology around Egoli Gas and ensure that the city still continues to regulate a manner in which this most important component of an energy mix is regulated, so that we don't leave it only around, uh, you know, private sector. I think the following item, Speaker, will speak about traffic, I mean tariff.
This one actually concentrates largely, uh, on, on actually the methodology that must be in line with NERSA regulation. Uh, ours is just to make sure there's alignment as a city, and actually we approve, uh, this particular item. Uh, I know there's a report that came to council some couple of months ago in terms of, uh, you know, a study with regard to Egoli Gas and, um, uh, Kelvin Power, if whether they can still be visited by the city
uh, be part of the whole entire energy mix of the city and bring them back. That study is still on to determine if whether it's profitable for us to bring them back or not, but let me, uh, request council to approve this item. Thanks, Speaker, thanks.

Thanks, Speaker. Uh, good afternoon to you. Good afternoon to the Executive Mayor, Deputy Executive Mayor in absentia, colleagues, councillors, residents of Johannesburg. Uh, Speaker, I think let me appreciate, uh, the concerns raised by councillors and obviously the, the support displayed in this particular item. It is true that our mission to transform, uh, City Power into an energy company, this is a classical example
of what we intend to do as a city, and I'd like to believe that it's a good way to go. It's a lesson that we have learned out of the negative effect of load shedding that we've experienced a couple of years ago or months ago, and we felt that in fact this will bring a relief, in fact, and create capacity and efficiency in city properties and building where the business will keep on being, uh, you know, rendered if we do rooftop solar system and battery storage within our city facilities, and in fact to unroll it around government
facilities as well. And, um, I must indicate that obviously, uh, working with external partners, obviously they will be interested in knowing very well that this money are spent in accordance with a particular mission. And I must indicate, uh, the concern by Councillor Mkasi that, uh, you know, comrades mustn't eat the money. Let me, uh, assure you, uh, Mkasi that, no, we'll make sure that this money is spent, uh, in accordance with the mission as dictated.
I think also Zigebe raised the issue that otherwise they will need a report, uh, time after time with regard of where we are and the expenditure processes and so on, what have you. So I intended to be as open as possible with regard to this particular matters. Uh, let me thank and request council to note this item. Thanks, Speaker.

Thanks, uh Madam Speaker. Good morning to you and uh to the Executive Mayor in absentia, um Deputy Executive Mayor, MMCs, uh Chair of Chairs and uh of all committees, uh fellow Councillors, and most importantly to residents of Johannesburg.
Madam Speaker, we one note uh the concern uh raised by I think it's Steenkamp from DA, uh the first speaker, and we do know and acknowledge the fact that uh the cash flow challenges keep on playing a very uh negative role in us in fact dealing with the electricity restorations across the City,
and service delivery in fact end up being affected. And we note the concern raised by uh Councillor Boer. Again, he raised the matters of cash flow that are ventilated in most uh of Section 79 uh meetings. And I must indicate that we are constantly dealing with uh labor unrest, maybe one must then coin this differently,
because we read quite a number of uh articles that says there's a labor unrest at Pikitup. These are actually contracted uh employees of you know, of ad hoc, the trucks that we use to collect waste. It's actually their employee that are now called uh casual workers of Pikitup. They are not casual workers of Pikitup.
Now, it is true that the vacancy rates is high and at some stage it affects the collection. The capacity for us to do the uh waste collection with regard to the loaders, we rely highly uh on this particular ad hoc uh at 50% rate. So, once they go to a protest, they reduce Pikitup's ability to collect uh, you know. And I just got a video now uh from Chair of Chairs,
uh in Alexandra, uh these casual workers are now opening plastic and littering all over in Alexandra as we speak. Now it might mean that we might need to take a different approach on how we deal uh with this particular issue. I think would have been a learning curve to Pikitup as and when they contract uh these services, certain things need to be clear from the beginning.
We are of a view, uh colleagues, that the debate around pre and postpaid uh levies and so on creates a problem. As you have said, uh Councillor Boer, around Alexandra, uh the low vending there, and of the view ourselves that in fact the microgrid might be solution in some of these informal settlement where affordability is an issue. In fact, we do have in coming this coming week an operation
to do some cutoff of illegal connection, in particular in Alexandra, and we are currently organizing this operation with SAPS uh and including uh the Home Affairs and Immigration, as some of this is happen or is done by uh what is alleged to be illegal immigrants.
I think uh Councillor Zigebe, let me thank you, your consideration, your criticism and your observation where the entity have done good and where there's shortfall, and in fact, indeed there must be work that need to be done to improve uh around the issues of sewer spillages uh in our rivers. Where we are, in fact, we keep on preaching in quite a number of uh townships that uh, you know, you need to get proper plumbers to connect your,
uh your what you call, uh your household uh sewer lines. People goes around doing the backyard dwellings, creating informal settlement and connect these lines to the stormwaters, not the uh sewer lines, and as a result pollute our rivers across the City.
Uh I would have wanted to get some comments uh from Councillor Steenkamp uh from PA, uh but I think his voice would have actually been too high for me to comprehend. But I could understand that he was more concerned about the illegal dumping. We agree. Illegal dumping, colleagues, uh we are spending quite a number of millions, if not around 20 something millions, to clear illegal dumpings, Councillor Steenkamp. It's a concern.
And hence now we had a meeting with Executive Mayor uh together with the JPC in order to repurpose all public spaces across the City, bring in small businesses for them to utilize these spaces, just to avoid these spaces being empty and used by people to dump. Uh we must deal with that particular issue of illegal dumping.
And I agree with you, uh Councillor Steenkamp, we rely at some stage on some of the contractors, in particular with City Power, uh for us to be able to meet the outage that we have now within the City that is way too much, especially around winter. So, if there's non-payment of these contractors, we are struggling because City Power must then rely on their own uh from SDC and as a result, they are unable to keep up with these outages that are happening, you know, around uh, you know, winter. There are multiple outages that is happening there.
30 seconds, MMC.
Um, I don't know what Munyayi was saying, but I'll assume that he's saying that some 2021 no water somewhere. I've never encountered such, Madam Speaker. Uh he must just share with me any location where there've never been a water from 2021 and so on. Uh
But I think he was campaigning. He's desperate. I think the time is we have only three months left. Uh he has nothing else to say except to come and grand stand here. So, also Bittkau, we acknowledge the pipe bursts and it's true, the pipe replacement, uh the pace we are moving
MMC, your time is up.
is not up to speed. We'll improve on that. There is a work of uh sewer pipe
