"Absent without leave" means the signed minutes of a meeting held while they were on council neither list them as present nor excuse them, and no similar name appears that day, so misspellings in the minutes don't count against anyone. Each square links to the minutes.

Thank you, Speaker. It's I. Steenkamp.
Oh, okay. Sorry.
Uh, greetings Madam Speaker, Executive Mayor, Chief Whip of Council, PA Joburg 11 Councillors under the capable leadership of our caucus leader MMC Kenny Kunene, fellow Councillors, but most of all, the residents of this beautiful City. I'm rising on the performance report of the EISD. Madam Speaker, today we uh presented with a performance report, a document filled with targets, indicators, percentages and achievements.
But I want to ask a simple question. If our performance reports tells a story of success, why do so many residents tell a story of struggle? Why do communities, why do communities still struggle and live alongside illegal dumping sites? Why do families still endure broken streetlights, neglected parks and aging infrastructure? Why do residents often know the reference number of their complaint better than the solution to their problems?
These are the uncomfortable questions, but they are necessary questions, because performance is not what happens in this chamber. Performance is what happens outside these halls. The reality is that a ward councillor must stand in front of desperate residents whose lights has been off for weeks or months and tell them that City Power has no trucks or contractors to assist them. The reality is that a young lady is scared to leave the house to go to work at 5:00 a.m. because street lights are not working.
The reality is that the residents of Diepkloof, Orlando, Pennyville, Ulmerville and Noordgesig are fed up with poor service delivery due to poor performance. We celebrate targets achieved while communities continue to experience challenges that have existed for years. We speak about uh we speak about all these things, but communities are still frustrated. We discuss compliance while communities ask for results. The truth is that the City is failing our residents. Madam Speaker, let us go back to the man in the mirror.
Let us reflect on the failures and fix the issues that we ignore.
30 seconds.
Let us reflect on and restore dignity. It is time that officials go back to the ground and face the reality of the City that is facing decay. Madam Speaker, the PA notes the report with huge concern. Thank you.
