Speaker, I have noted all the comments from different speakers, and indeed they have picked up

  what they would have wanted to deposit. But Speaker, the purpose of this report is to seek council's approval of the Revised Group Employment Equity Policy Framework and supporting standard operating procedures to strengthen employment equity governance, legislative compliance, and transformation across the City of Johannesburg group. Madam Speaker, the existing Employment Equity Policy was approved in 2014 and no longer adequately reflects amendments to the Employment Equity Act,

  the 2025 Employment Equity Regulations, and sector targets. The revised framework has therefore been developed to align the city's employment practices with current legislative requirements and establish a single, coherent governance framework for employment equity implementation across the city departments and municipal entities. Madam Speaker, the revised framework seeks to strengthen compliance with national employment equity legislation and regulatory requirements,

  advance transformation and equitable representation across all occupational levels, improve gender parity, particularly at top and senior management levels, enhance the recruitment, development, accommodation, and retention of persons with disabilities, standardize employment equity target setting, monitoring, reporting, and accountability across the city group, address employment practices that may undermine transformation objectives,

  including prolonged acting appointments and inconsistent recruitment deviations, promote diversity and inclusion, succession planning, and accelerated development of designated groups. Further to that, Speaker, the framework was developed through a comprehensive consultation and benchmarking process involving organized labor, employee representatives, municipal entities, and employment equity structures. Benchmarking was undertaken with the cities of Tshwane,

  Cape Town, Ekurhuleni, and eThekwini to identify best practices and to strengthen the city's approach. Therefore, Madam Speaker, approval of the revised framework will provide the city with a contemporary, auditable, and legally compliant employment equity governance instrument that establishes clear accountability, strengthens monitoring and reporting, enables consistent implementation across the city group,

  and supports the achievement of employment equity, disability, and gender transformation objectives. Conversely, a failure to approve the framework may expose the city to legislative, audit, governance, and reputational risks associated with reliance on an outdated policy framework. Therefore, Speaker, I then would implore our colleagues, Speaker, to approve this report. Thank you, Speaker.
