Standing Rules and Orders of Council
Rule 55
The City does not publish its Standing Rules online. Below is how its own signed minutes quote and describe this rule.
How the minutes record it
Councillor Meyers (DA) addressed Council and referred to Rule 57(1) of the Standing Rules and Orders of Council which states that: "Quorum at beginning of the meeting If, at the expiry of 20 minutes after the time set in the Notice in terms of Rule 55 for the commencement of a Council or Committee meeting a quorum is not constituted, the meeting shall be adjourned, unless it is decided, with the unanimous consent of the Councillors present, to allow for further time not exceeding 10 minutes, in order to enable a quorum to be present."
