"Absent without leave" means the signed minutes of a meeting held while they were on council neither list them as present nor excuse them, and no similar name appears that day, so misspellings in the minutes don't count against anyone. Each square links to the minutes.

Honourable Speaker, colleagues, members of the public, all protocol observed, greetings to you all. I rise to present performance assessment report um for the Office of the City Manager for the period of January to March 2026. Citizen Relations and Urban Management, CRUM, achieved a 100% KPI, and this is commendable. However, the city needs to intensify its efforts when it comes to illegal dumping.
The city must actually increase or put refuse bins in the affected areas. Piles of refuse as a result of illegal dumping creates a health hazard to the residents. Bylaw enforcement by the JMPD must be intensified. Hijacked buildings are still a concern because they harbor criminals, illegal immigrants who do all sorts of illegal connections.
We have seen some of these buildings catching fire because of illegal connections, and in some cases, the city was held liable by the courts and fines imposed. We commend the work that we have seen uh by the Executive Mayor in the city. We have seen them demolishing some illegal structures, and we ask that more should be done. Illegal advertising
Illegal advertising is costing the city a huge amount of money. We have money just there in front of our eyes that just needs to be collected. The good thing about illegal advertising is that it can be traced back to the advertiser. This just needs enough manpower from the JMPD to enforce bylaws. ActionSA will recruit 1,500 additional JMPD officers over a term of office, which works out
300 officers per year over a five-year term. This is not just a campaign speech, Madam Speaker, but a real promise. During his tenure as a Mayor of Johannesburg in 2016 to 2019, Herman Mashaba oversaw the recruitment and training of more than 1,500 JMPD officers. The same cannot be said about his predecessors.
Balala emsebenzini, they are sleeping.
ActionSA welcomes the prosecution success of 98.8% against the target of 98 to 100% cases. This achievement, Madam Speaker, benefits the city financially and performance output of the affected work areas. Outsourcing legal work to outside legal law firms is also a matter of concern, Madam Speaker. I believe the city has employed qualified, well-paid, competent,
outstanding legal minds, and they cannot themselves subcontract other legal minds at a huge cost to the city. ActionSA therefore notes this report. Thank you.

Thank you, Madam Speaker, colleagues, members of the public, all protocol observed. I rise to speak on Item 5: Performance Assessment for 2025/2026 financial year for the period January to March 2026.
The reasons cited in this item, Madam Speaker, for the decline are not convincing enough, considering that the previous assessment of 2024/2025 in Quarter 3 was 100%, and this time is 65%. Looking at what the department achieved, there are no measurables that have been mentioned. It is quite
broad to say number of active suspensions, for example, longer than three months for Section 54A and 56 reduced. The question is reduced from where to where, and the list continues. The same applies to KPIs not achieved.
Also, the health and safety is also a concern as the employees' health are placed in danger, Madam Speaker. ActionSA therefore notes this report. I thank you.
